Teragrid NWS/QBETS Web Service 0.1

Hi All --

I whipped up a service that allows you to get a prediction for a list of
Teragrid machines's total runtime for a particular job size. The list of
predictions comes back in a sorted list allowing you to choose the
TG resource that will be most likely to finish a job of that size.

The service is currently up on my development machine at:
http://rivendell.sdsc.edu:8080/axis/services/TGQbetsServiceSOAP11port
and you can get the WSDL from the distribution or from:

The distribution which contains an example Java client as well as the documentation
and WSDL and can be found at:
http://rivendell.sdsc.edu/TGQBETSService_0.1.tar.gz

I'll be adding some additional features to the service, but wanted to get this out for
people to have a look at and play with.
